Personality: First off, Samara is WEIRD. Her voice and mannerisms are flat and expressionless, and she rarely, rarely, RARELY shows any sort of emotion. This doesn't just appear to be due to an attempt to hide her feelings, either-- either the emotions themselves or the means of expressing them just aren't really there. Despite her many issues, however, she is still a child, and she shows some bursts of affection here and there (she's quoted a few times talking about how she "loves [her] mommy"). Still, while these sentiments aren't unnecessarily insincere, they're subject to the same lack of expression and enthusiasm as everything else in her life.
After her death, she's a bit different. She becomes incredibly angry and vengeful, seeking to cause as much suffering as possible because of the extremely unhappy way in which she lived and died. While in life she doesn't seem particularly malicious (her powers are, of course, but again, it's never indicated that she has much control over them), her spirit definitely is after she's killed. She also very much wants her voice to be heard, which is where the idea of the cursed videotape comes in.
Shapeshift: Ask first.
Bodyswap: Ask first.
Maim/murder/death: Ask first/probably not (outside of canon)/probably not (outside of canon).
Kissing: Nothing that's not platonic. 8|
Hugging: Sure.
Badtouch: Nooooooooooo. Seven years old, here.
Threadhopping: Sure, I'm completely fine with it as long as you don't hop into a locked/private conversation or meeting (unless your character would logically stumble upon the scene or you ask permission first).
Fourthwalling: As long as they don't tell her specific details about her future, go for it.
Backdating: I'll continue any old conversation/log, no matter how long its been since the last comment (in other words, if you dropped a thread two months ago and now want to continue it, go ahead and I'll reply!). The same goes for replying to old entries- though obviously, I'll backdate any responses. The only exception to this would be if you replied to an entry from before your character was in the game. In that case I'd probably delete the comment because it wouldn't be following continuity. D:
